Between 1930 and 1994 the Republicans rarely controlled either chamber of Congress. After losing the House in 1930 they only won it again twice - in 1946 and 1952. The Republicans were more successful in the Senate, losing control in 1932, regaining it in 1946 and 1952, and then controlling it once more between 1980 and 1986. Would it have been possible for Republicans to have had more success in Congress before the 1994 Republican landslides in both the House and Senate, possibly even winning control of both chambers? How would greater Republican success in Congress have changed politics in the United States?
